SolarWinds monitors network health, so it can tell you if part of your network is having issues etc. It's an industry standard tool all big telcos use it, most big enterprise networks have it. It's update service was severely compromised by Cozy Bear (Russian FSB)

The way SolarWinds works you either have to do long painful configuration on each server it monitors or more commonly you give the service account it uses Domain Admin which is basically a set of permissions that means you can go anywhere on a network and do anything.
