Slay the spire mobile is great. Only on IOS right now. It’s a rogue like deck building game where you climb floors in dungeons fighting mobs and upgrading your deck as you go.

Mini Metro is amazing, Downwell is a little different than what you're asking for but still amazing, but my top recommendation is Night of the Full Moon! WHAT A GAME! Amazing deck builder with massive differences between play styles and HUGE potential for strategy!
