Technical help needed: New apartment. Username and password get me on to the complex-wife WiFi. Data jack (cat5) in the wall has no connection. When plugged in, my computer briefly identifies a network with no internet (solid red/flashing yellow on my PC), then it disappears. ??
When I re-plug-in my Ethernet cable, my computer briefly connects to an “Ethernet Public Network”, but fails to identify it and disconnects after 30 seconds or so.

Oh God there's so many potential problems but if you have a loopback kit you can at least verify there isn't an issue with the physical port. Odds are it's a patch panel issue and there's zero you can do

Check if there's a port number and ask your landlord to verify that port is live on the patch panel. It's common to leave ports closed until someone is using them because an open port is an attack vector
