Apparently it's a cap on those approved to cast not actually how many are casting. There's a wait list but I don't know if they'll ever actually remove casters so I could get in. Seems kinda silly IMO
I'm one of the bad guys here, I'm afraid! I will resume casting ESL cups next week though once I am live again! Sorry to take a spot from you until now - hopefully you can get approved soon.

The casters aren't the bad guys, and neither are the admins.. just a system with holes in it that seem easy enough to fix.
