More like „Moin Moin“ because „Moin“ is just in the Morning. But I’m not 100% sure on that.

In the north "Moin" is always valid actually! But really depends on where in Germany you are :)

I’ve been told that “Moin” is almost preffered in Hamburg. My eavesdropping so far in town seems to confirm this.

Yea, most people here are pretty fluent in English, so you should be fine. But we are always happy to hear a foreign Moin :)
