No, names on YouTube do not have to be unique. They're not usernames anymore. If a scammer changes their name to a popular (but not verified) YouTuber, uploads a copy of their video, and viewbots it, it will be indistinguishable in search results. Verified status helped that.

Actual legitimate question: Would someone be able to make their channel name the exact same as someone else's? I've only seen that happen after a channel gets deleted and the owner of said channel is being persistent.
