I feel that. I've only leveled a few characters this expansion, and I'm already to the point of finding people to level 110-120 with party sync

I'm sure it's not "an intended use", so you've been warned, but there's not really anything stopping you from parking a level 1 on a trial account and grouping up with them to scale to 60 if you'd prefer that zone selection. (Or just find a friend as was intended)
