If memory serves when vaccines came out with their efficacy numbers they said the % represented people not getting infected and 100% no hospitalisation or death. Now that % interpretation is changed to being those protected from hospitalisation or death.

The emergency use authorization from the fda is to prevent severe outcomes, not to prevent getting the virus. The vaccine isn’t approved for prevention of getting the virus, but instead to prevent severe outcomes like hospitalization and death. So that’s what’s reported ....
