If it saves the lives of 40,000 younger people but kills about 1,000 who have a bad reaction to it, that's an excellent outcome. But HCQ is far safer than that; its deadliness is closer to nothing, not absolute 0, but almost indistinguishable from random unknown cause of death.

Assuming that the graphs are correct, what could be the cause of such a low mortality rate in Turkey other than the treatment provided? Please also check the statistic. Since Turkey has a higher population, the difference in absolute numbers of elderly would be insignificant.
