I'm a monarchist. I'm perfectly fine with a Christian king suppressing bad things. All of government and society should be directed towards salvation. "Freedom of speech, rights, will of the people" - those are all lies that have gotten us to the hellish place we are today.

The Church. It's called the symphony of powers. In Orthodox countries/empires the Church and Crown keep each other in line.
