The Civilization series models democracies as being incapable of declaring war. On the contrary; they start wars even more promiscuously. They simply can't wage war. Necessarily, it becomes another political theatre.

Democracies are extremely effective at 2 things: 1) Hiding power in such a way that actual decision making is totally isolated from voting 2) Waging war one way or another on any group that threatens or potentially threatens to disturb (1) (2) doesn't have to be a foreign power
