When a country pushes out its smart fraction through policy incompetence, is the process self-correcting or self-reinforcing?
There's nothing natural about American slums though - the left funds them as a reserve militia and vote bank. Without state protection the ethnic cleansing would go in the other direction pretty quickly. The interesting question is where's the tipping point of Detroit vs NYC

The question there: is the "policy" external? It certainly began that way, starting in the 60's. But more recently they have been to a very large extent self-ruled.

A big factor, though, as you suggest, is the extent to which the external society invites this "boiling off" (as, we should note, a meritocratic US immigration policy would also do to source countries)?

Great link - it implies that segregation was a "skin in the game" solution to black dysfunctional behavior.
