That is peaceful cooperation. The 15 armed men who stormed the beach were armed and cooperated peacefully with one another to accomplish their goals - driving a rival out of their territory, sending a message about their competence and determination.

Nah, there was clearly 1 side with power, who was just policing. Anarchy would be if there were many real competitors fighting for that spot.

That's the point - there is never and can never be "anarchy" in the "no rulers" sense because the drive for control over territory isn't even human - it's a drive fundamental to the entire animal kingdom. If you see something that looks like anarchy, there's a hidden force.
