they - the vaccine developers? yes. they - the bureaucrats who oversaw the purchasing contracts, the politicians who approved the funding? doubtful.
your theory would be much more plausible had experts in virology not been dictating the government response. this wasn't dumb politicians flailing around. Fauchi has lied thousands of times about incredibly important things. They haven't been wrong bro, they've been lying.
the virologists presented to you as government experts aren’t separate from the bureaucratic apparatus, but part of it. in germany scientists ostensibly advising the interior ministry were given direct instructions as to what the nature of their advice shld be before they gave it
what you might mean, is that the bureaucratic apparatus uses the facade of scientific expertise (which it can easily muster) to influence or even overrule the political arm, which indeed is part of what happened here.
Can your position be summarized as "those you have the power, take decisions in good faith (sort of) but are incompetent, but those who lie influence decisions but don't wield direct power" ?
I have a hard time understanding it 
Power is *distributed* such that the most diabolical sociopath is limited to skimming, while what should be "big decisions" are made without human agency, through a combination of incentives both monetary and more purely status related.
conspiracies happen in incidental matters (which may become huge in the future). major decisions (in the present) are taken by emergent processes.
Conspiracies exist to preserve things that advantage particular players - people protect their own rice bowls. None of them are far-sighted enough to actually push the machine to do something novel that benefits them - if they were that far-sighted they'd be tech founders.
i totally agree, though in this case I‘m operating a slightly expanded understanding of „conspiracy“ to include all manner of factional aspirations/arrangements.
