The purpose of that is to study how viruses can jump species to humans and get a head start on addressing and treating a possible future pandemics. But it has always been controversial due to the obvious danger of CREATING a pandemic, which is why he funded it in a roundabout way

No, the "purpose" of that study was to spend grant money in such a way that if congress asked where the money was going he could say "it's going to pandemic protection" and therefore they would be afraid to ask any more questions or even <gasp> cut the funding.
