So what else do you expect the top generals to do? Might as well cash out and try to keep the guys under your nominal command (not as if you could give them orders to actually do anything) safe (if you're inclined). The corruption is an effect - not a cause

Isn't the problem is that our regime considers things like sexism to be innately unsolvable? Like a perpetual original sin, you can only do better against sexism, but never be cured, so no one can be released from their labor to fix it.

That's a specific application of our regime's approach to *everything* - it invents a problem (in that it chooses to see something as a problem) and then never sets a specific goal for declaring it solved When you apply that to a country you invaded you get an eternal occupation
