Ultimately yeah. And I have no doubt you could find plenty of writing chalking it up to faddishness, but I doubt that they were talking about outbreeding that early. They were still fish who didn't know what water was.

Some of us suspect that USG already doesn't actually have functioning nuclear weapons. *It* certainly doesn't know for sure - the last test it conducted was nearly 30 years ago.
