The amount of charisma required to to do this—and by charisma I just mean the constellation of talents required to lead—is inversely proportionate to just how weak the regime is, which by now is fatally so, thus producing anti-charismatic figures like Milley.

Oligarchies instinctively protect themselves from monarchy. The phrase "crab bucket mentality" describes this. Note that "oligarchy" - even though it has connotations of plutocracy - is almost always rule by mediocrities because any man who stands out is a threat.
