Him laying out what should be done to cut off the flow of a disease of (then) unknown lethality isn't directly related to what the USG / science community will turn *anything* into.
True, but he (as with many to be fair) did not realize fast enough that it was turning into exactly the sort of bureaucratic nightmare that AGW did.
The two don't really have anything to do with each other. He chose to indulge himself by describing what a sensible covid policy would have been - this clearly has no relation to what is possible for USG to do.
