Dissolution is still a losing strategy - it's just saying "I'd like you to stop ruling us please". You need to set the goal as conquest because these are horrifically dangerous people who are literally bent on world domination.

The Taliban haven't won - the conflict just moved to a different phase - DoS is still talking about how they need to be inclusive, etc. and will just switch to using a different set of tools. Yes, they're less effective but they never stop.

They surrendered to USG because they lost their faith in their state religion (Stalin eliminated the true believers) and believed USG knew how to rule well.
