Kings need to share income with key stakeholders, yes. Only democracy is stupid enough in a bunch of ways: It expands the key stakeholders it pays to a vote bank It ends in oligarchy which has tragedy of the commons when exploiting common resources (government ownership)

Kings will tax at the Laffer maximum because he is concerned with his future income. Democratic states will tax way over that because the oligarchy needs to loot now because tomorrow is uncertain *and* b/c envy for the group that pays is popular when you've stoked hate for them.

Kings aren't infallible, obviously - but they do have the right incentives and so will try to get at the right solution. Democratic governments don't even have the right incentives and so will basically never get at the right solution.

I'm not saying "we should have a King because his tax policy would be ideal" - we should have a King because that is normal and natural - the ways that things go wrong without one is near infinite (and includes tax policy).
