Disagree with analysis, scales aren't linear. One pound added to deadlift is much less than one pound added to ohp. Percentage wise is a better picture, but still puts deadlift on top.

A 4 plate DL is arguably the hardest to achieve for the average guy, with average genetics, training, diet, recovery/etc. But say we up that to a 7 plate deadlift and 3 plate strict press. The 3 plate strict press will always be harder. BW is a factor as well.
