Hmm, as far as I understood it, he is actually pretty clear that not a single person who has had any position of significance can be brought over to the next regime, but the lower level goons can be reused.

Also, I think he classifies the current stock of collaborators as mostly opportunists and people warped by existing incentive structures. Meaning they don't hold a single bone of loyalty in their bodies and will go wherever the wind of power may blow them.
