I hadn't considered this. Think I buy it as an emergent effect, but doubt it's consciously planned. Otoh, a *lot* of meaningful action is stuff that just happens and then gets selected for, o it's unclear how much the distinction matters.

If I had to describe how planned vs spontaneous it is I'd put it this way: The original commies in social science who set it up knew it would work this way and wanted it to. They trained their replacements who sincerely believed the lies (that this is best way to teach).

The more they see it produce disastrous results they more they're wedded to more of the same because that's the only tool they have in their mental toolkit - the only reason for progressive failure is insufficient progressivism.
