It's classified by USN as an "Amphibious Assault Ship" but carried VTOL aircraft and helicopters and was classified as an "aircraft carrier" when comparing world navies.pic.twitter.com/yDNbubIcUz

There's USN hull classification under which it's not a CV. Then there's a definition of "aircraft carrier" which it meets - it carries, launches and recovers fixed wing aircraft.
