So the thing of it is, if there is reason to believe that there will be more shoe bombings, then yes, it can make sense to screen all shoes. But there should be some threshold above which it is good policy and below which it is bad policy.

The problem with our policy - as you rightly point out - is that all pretense of appropriateness has been left out. It's just "is X scary to nightly news viewers? Then it's an issue." Never mind that it could be 1000000x less likely to die of that than a car accident...
