That's because war became much more mechanical and somber. Industrialization. WWI was the last war of the "warrior culture" for it changed people's view of war. There is no nobility in dying to a gas attack in a trench.

That's also exactly what pacifism is. "Things inside this circle are 'violence' and not permitted morally but things outside this circle are" then the circle is draw such that all the things the pacifist can do to his enemy are outside the circle and the retaliations are inside.
