You can’t stop corruption purely by rules and regulations. If people want to cheat and abuse the system, they will find a way, and it’s not the system’s fault for not being perfectly impenetrable. For things to be functional you need honest people trying to do the right thing.

You need a man to be responsible for a system - not committees that make rules. That man can then override rules that aren't furthering the goals of the system but it means you need a virtuous man who will use that power to further the system's goals rather than his own.
