You can’t stop corruption purely by rules and regulations. If people want to cheat and abuse the system, they will find a way, and it’s not the system’s fault for not being perfectly impenetrable. For things to be functional you need honest people trying to do the right thing.

You need a man to be responsible for a system - not committees that make rules. That man can then override rules that aren't furthering the goals of the system but it means you need a virtuous man who will use that power to further the system's goals rather than his own.

One thing op doesn’t mention—this is particularly true of sports that are effectively displays of some physical skill, ie, running, hurdling, jumping, javelin throw, etc. Much less true of team sports
