Without looking into the details don't they have to make stationary target shooting hard enough in some way that the competition can distinguish between skill levels? Would be Olympic tic-tac-toe if there wasn't a failure rate.

It is only 10m away using air rifles. What makes it difficult is that they are unsupported, so no prone or bench resting, and the margins are super close at that level, where the difference between competitors is relatively small

The main difference is for certain sports, the audience is thinking "how hard could that be, I bet I could do that if I practiced enough" vs "I had no idea a human body was capable of such a feat"
