Depending what you mean by "legislating morality," one of you is right. Islam defined its morality, then enforced it by slaughtering infidels without remorse. That worked. Fining some gays for trawling at a bar doesn't work if the culture is against you.

"We can't legislate *our* morality" is correct when conservatives say it because the enforcement is in the hands of people that hate their morality. Progressives have no problem legislating their morality - speech codes, sinecures for progressive pets, etc.
