Taking over an institution is an emergent process. The question is how can the right catalyst such a process. There is no real agreement over this, so it's easier to just cripple enemy institutions until it can be figured out.

Institutions are complex and hard to take over in one quick movement. Look at Universities for example. Would it even be possible to replace all the professors with right-wing counterparts? There just wouldn't be enough people for it. It's better to just cripple the institution
