Not exactly true - but governments are always vulnerable to capture by a religious collective because religions allow non-kin coordination. A government that lacks a state religion has no way to stop this.

Any already existing institution, religious or non-religious, has an advantage in capturing the government though. Look at teachers unions. Not religious, but very successful at rent-seeking.

The teachers union has a religion though - it's a sect of progressivism emphasizing particular aspects that have especially strong appeal to teachers. Same way journalists and academics have their own sects.
