The culprit is society’s irrational aversion to dynamic pricing (“price gouging”). As usual, free markets solve this.

that explains why the item is reliably out of stock instead of having its price increased until equilibrium is reached, it doesn’t explain why the store doesn’t just *order more*

The problem *could* exist at multiple levels - can't order more than x amount of that particular product without being a bigger customer for other products, won't charge more for it directly because of anti-gouging sentiment. Economies are run by people who internalize ideas.
