Jackie is much younger and in better shape than Tony. He looks to have put on about 15-20 pounds of muscle since the prior season. But knows he is no match for Tony, who is far more familiar with violence

More social factors than physical factors there in Jackie's evaluation of whether or not to escalate it from Tony roughing him up into him fighting Tony.

Jackie wasn’t that smart. Perry Annunziata (another dumb young guy) later did fight back against Tony, because he believed he had a physical advantage

Takes smarts to verbalize it, takes something else to know it. Interesting contrast with the scene with Perry because in that one when Perry swings at Tony everyone in the room shouts at him not to.
