“Poverty is the cause of crime” is a great way to ensure people get stuck with both crime and increasing poverty, because, surprise, crime is also a cause of poverty. Not enforcing law on the poor doesn’t alleviate poverty, it deepens and entrenches it.

“Lol, you care about Walgreens more than the POOR?” Nah, but once the area is filled with petty and not so petty criminals and Walgreens packs up shop because it’s unprofitable, the unfortunate other poor who foolishly weren’t looting are enjoying the fruits.
