The purpose of a fine isn't punishment - it's restitution. Using it as punishment reeks of envy and is more corrosive to the public good that whatever act is being fined.

I cannot stress how badly it reflects on anyone on the economic left to use this specific quote. The character was a perpetual pawn of the priestly elite, used against the nobility.

This is why I believe theft of goods, and the like, low level crime basically should be punish with lashes. Nothing like physical pain and public humiliation to correct someone's behaviour. If I am dirt poor, prison seems much better than the streets during winter.

How effective is flogging as a deterrent? I fear that in a shameless culture with inverted values like ours, for habitual criminals public flogging would be an honor and a point of pride.
