It looks like the burst of enthusiasm for BLM has largely receded, but that DefundThePolice took off after Floyd means trust between police departments and city councils is going to take years to recover.

It's not "defund the police" - it's that if a cop tries to enforce the law on a black he simply won't comply because everyone knows that the cop will go to jail for even attempting to arrest him. You can't undo that quickly or likely *at all* without regime change.

I think you are right but also don't think it has to be one or the other. Portland and NYC did defund their departments, as did LA (which I believe is now re-funding it).

There's no amount of money you can pay cops to risk jail time and media demonization when they're free to interpret their jobs as hanging out at the donut shop instead of making arrests. All paying them more will do is cost more money.
