The big stores will let it happen until the smaller stores are gone. Then they will crack down with an iron fist.

You've got it exactly backwards. Take a walk through a terrible neighborhood and you'll notice a lack of national chains because to stop crime in a store you need to communicate things to employees that you can't legally say. Family business do this, chains can't.
