Hotel chains still not offering standard breakfast services a year plus into the pandemic is definitely a function of their good faith commitment to mitigating COVID, and not just a sneaky cost-saving measure

Speaking as someone who formerly worked in finance for hospitality, they really can’t afford that stuff right now. Profit margins are razor thin and you need 80+% occ to profit even in the less gaudy ones. So you won’t see that for a long time. I don’t blame them on it tho
