How do we incarcerate people we can't manage to arrest?
If you pay attention to the details in news stories you'll notice things like "he had 100 prior arrests" (guy who brained a 90 year old woman in Manhattan this spring), 40+ prior arrests (guy who died being arrested), etc. They're getting arrested plenty - just released.

The probability of it being rare when every single high profile case *just happens* to fit the pattern is very small.
That’s called confirmation bias
It's a natural experiment. Only possible conclusions are that men who go on to commit heinous crimes and get involved with cops in newsworthy ways are extraordinarily more likely to be arrested and released or that there are lots of cases like that.
This happens to be a constant source of embarrassment to the narrative so they've decided to do something about it. In Baltimore, rather than arrest and release they've chosen to give up on making arrests. Yikes, you do realize that drug possession seems to really only be a crime minorities are arrested for, though all evidence indicates white people possess as much drugs. Perhaps you might explain that.
