For the US but it's obvious why it failed; the competence of the public facing workers in USG is abysmal, the trust in USG is nearly zero, the ability to plan and execute a singular vision with a tangible goal is entirely missing. Most of these are downstream of diversity.

Look at a simple measure; contact tracing. This is impossible in the US. Why? Because our society gave up on trying to have a working phone system and everyone just routed around it with private work-arounds (only take calls from known numbers)https://twitter.com/politicalmath/status/1333510281331294209 …

PoliMath @politicalmathAdditional thought on contact tracing: The best way to make contact tracing work is to go back in time 5 years and develop an extremely aggressive approach to phone scams. I've gotten 3 phone scam calls TODAY! https://twitter.com/politicalmath/status/1333475459347070976 …Show this thread1 reply 1 retweet 15 likes -

Why can't *that* be fixed? First it might be racist if you notice patterns (where are the calls coming from) and it's impossible to get a handle on the problem without noticing patterns. Second, no one has authority, hence *responsibility* for the system as a whole.

Third is depressingly simple - if someone did have responsibility for the system as a whole the things he would care about would be things that made good progressive-sounding soundbites - "increased access to underserved communities of color" (by some insanely technical measure)
