For the US but it's obvious why it failed; the competence of the public facing workers in USG is abysmal, the trust in USG is nearly zero, the ability to plan and execute a singular vision with a tangible goal is entirely missing. Most of these are downstream of diversity.

Why can't *that* be fixed? First it might be racist if you notice patterns (where are the calls coming from) and it's impossible to get a handle on the problem without noticing patterns. Second, no one has authority, hence *responsibility* for the system as a whole.
