Why can't *that* be fixed? First it might be racist if you notice patterns (where are the calls coming from) and it's impossible to get a handle on the problem without noticing patterns. Second, no one has authority, hence *responsibility* for the system as a whole.

The main reason is the same reason people don’t cooperate with police: the info gained would be used to prosecute other crimes. If your tracing indicated you were present at a robbery or murder, or a divorce lawyer could ask for it.
