The current elite is definitely intelligent. They may filter against curiosity and integrity, but not intelligence.

They have a floor but they absolutely filter against intelligence. Can't trust intelligence after all - people who try to sort through and systematize doctrine are seen as instantly suspect by people who bellyfeel it.

a lot of the difference is the shift from static hierarchies to emergent networks static hierarchies filter for established, measurable criteria emergent networks filter for ability to navigate and adapt to social situations modern elites are generally quite good at the latter

Yes - plus emergent networks select for the ability to manipulate the rules of the network to favor your own personal type for promotion and hiring so they drift out of sync with reality at an accelerating rate.
