and yet the actual ruling class chooses to pay for the underclass to be unhealthy, have many kids and to commit as much crime as possible (and to protect them from retaliation for crime). Why is that?

If they were ignorant of HBD their policies wouldn't fit it so perfectly. If you wanted high crime and lots of dependents and you knew about HBD would you do anything differently?

Worth remembering that we had a pretty big decline in crime from ~1990 to several years ago, and that was driven by tough-on-crime policies by elites, some of which have been reversed only recently.

My suspicion is that the reversal of crime was allowed because the elites believed their own lies. "Giuliani's ideas will never work - crime is caused by poverty and racism" They were stunned when those policies worked and it took them a while to adapt.
