This is a disaster 100x the scope of Chernobyl as a result of the utter failure and bankruptcy of our cobbled together "expert based" leaderless system and it's touted as a success. It's only not a mega death event due to luck that the virus wasn't nearly as deadly as it seemed.

tbf at the point when they were first made it wasn't reasonable to assume they worked, some testing is still needed wonder what the fastest possible testing cycle is, with challenge trials and all two months? three?

It was reasonable to assume it worked but you could do challenge trials in maybe 3 weeks or a month - the gestation period at the time was thought to be up to 14 days.

We need solution for bureaucracy. The problems here are twofold: bureaucracy will fight those solutions (even if it will be implemented elsewhere) and many people will oppose "heroic modus operandi" as too dangerous.
