Should we make Daylight Saving Time permanent in the US, so in winter we get more light at day's end (but less light in morning), and don't have to move clocks forward in spring and back in fall?

This should be entirely based on longitude. It's dumb to apply the same rules for Eastport, ME and Cleveland, OH.

The same rules work great for ME and OH as long as the rule is "the solar peak is under 60 minutes away from noon". That implies time zones of course and that the edges of time zones will have the maximum error.
