Do you support this?: Ordinary people are legally liable for "fraud" if they clearly said "I, name, solemnly swear that X", if someone relies on X claim for action of consequence, X clearly false, & speaker knew. This allows for usual sloppy & misleading talk/lies if not so swear

No; but attempting to incrementally improve our legal system by giving it more discretion to hand out justice based on connections is unlikely to have a positive effect unless you're one of the connected looking to do exactly that.
