What would the enlightenment look like if it took game theory into account? That's what I want to build.
Polluting a river as it leaves the kingdom is a matter to be decided between kings - it enters some other king's territory as well. Same for exiling sociopaths - some other realm has to take them. These are problems that have to be negotiated between parties.

Of course, but it’s simplistic to say that ‘kings = aligned incentives’, is all. There are still incentives to be aligned inter-kingdom, and this is not trivial.

Of course it's not trivial but it starts from an infinitely better base. Two kings negotiating exile or river pollution can reach Coasian bargains. Two democratic states with inherent principal / agent problems will use that bargaining as a weapon against internal rivals.
